Conor Norris is a research analyst at The Knee Center for the Study of Occupational Regulations at West Virginia University and serves as adjunct faculty at Saint Francis University. His research interests encompass the effects of occupational licensing, health care scope of practice laws, access to health care, and innovation and long-term growth. He is actively involved in academic research, compiling state-specific licensing reports, and contributing op-eds to the popular press. Additionally, he holds the position of Policy Fellow with Catalyst, focusing on writing blog posts related to occupational licensing, healthcare regulation, and public choice theory. He also serves as an Occupational Licensing Fellow with Empower Mississippi, providing valuable information and analysis to the licensing review commission.
He completed his master’s degree at George Mason University, where he served as a Graduate Research Fellow at the Mercatus Center. In this role, he primarily focused on studying the impact of regulations on healthcare and monetary policy. His contributions ranged from basic data gathering to coding and coauthoring research papers while collaborating with scholars on various projects.
He graduated summa cum laude from the St. Francis University Honors Program in December 2015, achieving a BS in Economics with minors in Mathematics, Finance, and History. During his academic journey, he participated in the Federal Reserve Challenge, serving as a captain in 2014 and receiving an honorable mention in 2015.
